○ Prime farmland

○ High fire severity zones (unless mitigated)

Owner must intend to live on the property for at least 3 years if pursuing a lot split

Additionally:

● Each new parcel must be at least 1,200 sq ft

● The split must be roughly equal in size (within a 60/40 ratio)

● Existing housing must not be demolished if it includes

○ Rent-controlled units

○ Recent tenant occupancy

○ Deed-restricted affordable housing

1. Duplex Development: Build a two-unit structure on a single-family lot without splitting it.

2. Lot Split + Duplex: Split the lot into two and build two units on each—totaling four units.
